Can the Library reformat a DVD or VHS tape in its collection for streaming access?

The Library does not reformat (or digitize) its existing holdings for streaming access due to copyright law and institutional capacity. Although exceptions to copyright law (section 108C) do allow for reformatting of obsolete media such as VHS if certain criteria are met and some filmmakers may provide permission to make their materials accessible digitally, the Library does not have the capacity or available resources necessary to digitize the media or securely host the digital content.
