I am having problems accessing a database, e-book, or e-journal when using the campus Pulse VPN.

Try using a different browser and see if that fixes the problem.  If not, try disconnecting from the VPN and using the proxy server to see if it works that way.  The best way to find a proxy-prefixed link to an electronic resource is to go through a link on the Library website, UC Library Search, or one of our Research Guides
